How to Get Your A/L and O/L Certificates Attested in Sri Lanka

Most students find out about attestation at exactly the wrong time - after they have received a university offer and the document submission deadline is two weeks away. The process itself is not difficult, but if you do not know the correct sequence, you will waste time, money, and possibly delay your enrolment.

Allow at least two to three weeks from application to receipt. Do not start this process within a week of a submission deadline.

This guide explains the full online attestation process for GCE A/L and O/L certificates issued by the Sri Lankan Department of Examinations, including what you need, where to go, and what to expect at each stage.


What Is Certificate Attestation and Why Does It Matter?

Attestation is the official confirmation that your certificate is genuine. When a foreign university or employer receives your documents, they need to know those certificates were actually issued by the Sri Lankan Department of Examinations and have not been altered. The attestation process verifies this through two stages: certification by the Department of Examinations, followed by authentication by the Ministry of Foreign Affairs.

Not every destination requires both stages. Foreign Ministry authentication is not required for the UK or Australia. Department of Examinations certification on its own is accepted by most UK and Australian institutions. If you are applying to a country in the Middle East, Europe, or parts of Asia, check with your destination university or employer whether both stages are needed before you begin.


What You Need Before You Start

A pattern we see consistently at Prosper is students attempting to start the process without the right documents ready, which causes delays at submission. Before you open the portal, have these ready:

Clear scanned copies of your original GCE A/L and O/L certificates, a scanned copy of your National Identity Card or passport, and a credit or debit card for online payment. The scans should be high resolution and fully legible. Blurry uploads are a common reason for rejection.


Step 1: Apply Through the Department of Examinations Online Portal

The first step is to apply for your certified certificate through the official Department of Examinations portal at https://certificate.doenets.lk/certificate. This portal covers GCE O/L and A/L examinations held from 2001 onwards. If your examination was held before 2001, you will need to visit the Department of Examinations in Battaramulla in person - the online process does not apply.

On the portal, complete the application form with your index number and examination details, upload your original certificate and identity document, and pay the certification fee online. Once your application is processed, you will receive an SMS with a unique reference number. Keep this reference number - you will need it at every subsequent stage.

A digital copy of the certified certificate will be sent to your email address. The Department of Examinations can be contacted on 1911 or 011-2788137 if you have any issues at this stage.


Step 2: Pay the Consular Affairs Division Fee

If your destination country requires Foreign Ministry authentication, you will need to pay a separate fee to the Consular Affairs Division of the Ministry of Foreign Affairs. The current charge is Rs. 800 per document for authentication.

This payment is made separately from the Department of Examinations fee, through the payment links provided in the confirmation process. Do not assume the first payment covers both - it does not.


Step 3: Collect Your Authenticated Certificate

Once authentication is complete, the Ministry of Foreign Affairs will notify you by email or SMS that your documents are ready. For the online service, a digitally authenticated certificate will be sent directly to your email in most cases.

If you are required to collect the physical document, go to the Consular Affairs Division at the 16th Floor, Suhurupaya, Sri Subhuthipura Road, Battaramulla. Bring your NIC and your reference number. Arrive early - queues at the Consular Affairs Division can be long, particularly during peak periods such as April and August when exam results are fresh and students are actively applying.


How Long Does the Attested Certificate Remain Valid?

Foreign Ministry authenticated documents are valid for 1 year from the printed date. Plan your application timeline so that the certificate does not expire before your institution receives and processes it. If you are applying to a programme with a September or January intake, factor in document processing time on both ends.


Do You Need Attestation for UK or Australian University Applications?

No. UK and Australian universities accept Department of Examinations certified copies without Foreign Ministry authentication. In real cases we have handled at Prosper, students who went through the full Ministry authentication process for UK applications added unnecessary cost and time to their document preparation.

The rule of thumb: certification from the Department of Examinations is sufficient for the UK and Australia. Full Foreign Ministry authentication is typically required for Middle Eastern countries, some European institutions, and for employment verification in certain jurisdictions. Always confirm the specific requirement with your receiving institution before starting.


Frequently Asked Questions

Does the online process apply to all GCE A/L and O/L certificates?

The online service covers certificates from examinations held in 2001 or later. For certificates from examinations before 2001, applicants must apply through the Department of Examinations in Battaramulla, and certified copies are forwarded directly to the Consular Affairs Division from there.

How long does the A/L certificate attestation process take?

Allow at least two to three weeks from application to receipt, particularly during high-demand periods such as April and August. Do not start this process the week before a submission deadline.

Can someone else collect my documents on my behalf?

Check directly with the Consular Affairs Division on 011-2338812. Requirements for third-party collection can change, and it is worth confirming before you send someone else to queue.

What if I have lost my original certificate?

You will need to apply for a replacement certificate from the Department of Examinations before the attestation process can begin. Contact the Department directly on 1911 for guidance on the replacement process.

Is the digitally authenticated certificate accepted by universities?

Most universities accept digital authenticated copies for initial application and conditional offer purposes. The physical document is usually required at enrolment. Confirm with your specific institution.

Can I use the same attested certificate for multiple applications?

Yes, provided it is still within the one-year validity period for Foreign Ministry authenticated documents. Department of Examinations certified copies do not carry the same one-year restriction - check with each receiving institution for their requirements.
