
HOELT: What the UK's New English Test Means for Students from Sri Lanka
TL;DR: HOELT, the Home Office English Language Test, is the UK's planned new system for the English tests used in visa applications. The Home Office's contract notice sets a start date of 1 December 2026 and asks for a fully remote test. No live date for applicants has been published, and no end date for current tests. For degree-level study, universities can still assess your English themselves, so do not delay your plans for HOELT.
Students preparing for IELTS or PTE keep asking the same question: will a new UK test make my score useless? The short answer is no, not today. Here is what the Home Office has published about HOELT, what it has not, and what it means for a student applying now.

What HOELT is
HOELT stands for Home Office English Language Testing. It is a new contract the Home Office is buying to deliver English tests for UK visa applications. The contract notice on the government's Find a Tender service was published on 28 November 2025.
According to that notice:
- the contract starts on 1 December 2026
- the first term runs for five years, to 30 November 2031, with a possible extension to 30 November 2034
- the Home Office "seeks a fully remote language testing service", taken securely wherever the candidate chooses, with exceptions possible for countries with local constraints

This is the part that matters most, and it is also the part that causes most confusion.

A contract start date is not a launch date for students. Until the Home Office publishes a switchover date, any claim that IELTS or PTE results will stop working on a set day is a guess.
When a change to accepted tests is made, the Home Office publishes it on GOV.UK. Plan around what is published there, and treat anything else as unconfirmed.
Why HOELT may matter less for students than you think
For a Student visa at degree level, you need English at CEFR level B2. The UK government's Student visa guidance says a higher education provider "can assess your level of English themselves". That means your university can accept a test or qualification it trusts, as long as it meets B2.
In January, a Home Office minister confirmed this in a written answer to Parliament. All student sponsors must assess English before issuing a Confirmation of Acceptance for Studies, and degree-level students at compliant institutions may be assessed by the sponsor itself.
The Home Office's own review of English language assessment, published in January, found that 99% of higher education providers that responded accept Secure English Language Tests, and about 35% run their own English testing as well. So universities already use a range of methods, and they are not all tied to one test.
What students should do now
- Book the test your university accepts today. Check the English requirement on your course page, not on a social media post.

- Watch the right source. Changes to accepted tests for visas are announced by the Home Office on GOV.UK.
