UK University Offer Withdrawn? Why It Happens and What You Can Control

TL;DR: A UK university offer withdrawn before your CAS is usually about risk, not about you. Since 1 June 2026, universities must keep their student visa refusal rate under 5% or face sanctions, so many now check applicants harder and pull offers they see as risky. You cannot change the rules, but you can control your course logic, your funds evidence and your interview answers.

Universities are under pressure from both sides. The PIE News, analysing Home Office data, puts the refusal rate for UK study visas at 4.9% in the year to June 2026, the highest since 2016, and Times Higher Education reports that some universities have paused recruitment from certain countries after a surge in refusals.

The result is a new kind of setback: an offer that disappears before a visa officer sees the file. Here is why, and what is still in your hands.

Why UK universities are withdrawing offers now

Every university that sponsors international students is measured each year under the Home Office Basic Compliance Assessment (BCA). From 1 June 2026, the thresholds became much tighter:

A university with a refusal rate of 5% or more is rated red on that measure. Repeated failures can lead to fewer CAS numbers, an action plan and, in the worst case, suspension of its sponsor licence.

Withdrawals have also grown. A Financial Times analysis of Home Office data, reported on 10 October, found that 10.5% of UK study visa applications were withdrawn in the first half of 2026, up from 2.3% a year earlier. The PIE News found that about 11,500 applications were withdrawn before a decision in the year to June 2026, double the year before. Universities often ask a student to withdraw a risky application rather than let it count as a refusal.

Offer withdrawn, CAS withdrawn or visa refused: what each means

  • Offer withdrawn before a CAS. The university has decided not to sponsor you. No visa decision exists, so nothing goes on your immigration record. Ask for the reason in writing and whether you can reapply for a later intake.
  • CAS withdrawn after it was issued. Under Appendix Student of the Immigration Rules, a visa application must be refused if the sponsor withdrew the offer after the CAS was issued. If you have already applied, talk to the university about withdrawing the visa application yourself.
  • Visa refused. The Home Office has made a decision. You will need to declare it on future applications. Our guide to UK student visa refusals covers what officers look for.

What you can control before your CAS

Universities withdraw offers when a file looks risky. In the applications Prosper supports, most problems at this stage trace back to three things: a course that does not follow from the student's background, money that cannot be clearly explained, and interview answers that sound memorised. Each one is fixable before you apply.

  1. Make the course choice easy to explain. Be ready to say why this course, why this university and how it links to your degree or work.
  2. Prepare for the pre-CAS interview. Many universities now interview applicants to test genuine intent. Our pre-CAS interview guide shows how to prepare without scripting.
  3. Get your funds right the first time. Outside London you must show £1,171 a month for up to nine months, and £1,529 a month in London, held for 28 consecutive days and ending no more than 31 days before you apply.   4. Disclose everything. Previous refusals or gaps that come out later are a common reason for a CAS to be refused. Explain them upfront.

Your deposit if things go wrong

Read the deposit refund policy before you pay, because the rules differ a lot between universities. Two examples:

  • Staffordshire University keeps £1,500 if your visa is refused, but refunds the deposit in full if the university withdraws your CAS before a Home Office decision.
  • University of Derby refunds after a visa refusal only if you applied for the visa at least 28 days before the course start date, deducts a £500 administration fee, and keeps the full deposit if you are found not to be a genuine applicant.

In any policy, check what happens if the university withdraws the offer, what happens after a refusal, and any deadline you must meet for a refund.

Applying from Sri Lanka

If your funds sit in a Sri Lankan bank account, ask the bank for a statement or letter that covers the full 28 days, shows the account holder's name and the balance on each day, and is dated within 31 days of your visa application. A fixed deposit certificate alone may not show that the money was held for the whole period. Plan your TB test at IOM Colombo early so the certificate does not hold up your visa date.

FAQ

Why would a UK university withdraw my offer?

Most often because it judges the visa refusal risk too high. Weak course logic, unclear funds or a poor pre-CAS interview can all lead to a withdrawal now that refusals must stay under 5%.

Does a withdrawn offer count as a visa refusal?

No. If the offer is withdrawn before you apply for a visa, there is no Home Office decision on your record. A refusal only happens after a visa application is decided.

What happens if my CAS is withdrawn after I apply?

The Immigration Rules say the application must be refused if the sponsor withdrew the offer after issuing the CAS. Speak to the university straight away about withdrawing the application yourself.

Can I reapply from Sri Lanka after a UK university offer is withdrawn?

Often yes, either to the same university for a later intake or to another one. Ask for the reason in writing first and fix that issue before you apply again.
