New Zealand Student Visa Approval in Principle: Applying Before Your Offer Is Final

TL;DR: If you are applying from Sri Lanka and your New Zealand offer is still conditional, you can lodge your student visa now. Immigration New Zealand can assess the application and grant approval in principle. The visa itself is only granted once you send an unconditional offer of place. For a February or July start, this lets you get the slow part of the visa file moving while you wait for final results or an English test score.

Many students wait for an unconditional offer before they even start the visa. For New Zealand, that wait is no longer required. It matters most for Sri Lankan applicants, because the visa file, not the university, is usually the part that takes longest.

What approval in principle means

Immigration New Zealand explains the rule on its Fee Paying Student Visa page. If you apply from outside New Zealand with a conditional offer, it can assess your application and approve your visa in principle. You then provide an unconditional offer before it grants the visa.

In plain terms, approval in principle tells you that the rest of your file is acceptable. Your funds, health, character and purpose of study have been checked. The only thing missing is the final offer.

The University of Auckland describes the same process in its visa guidance for new students: you can apply with a conditional offer if final results or other conditions are pending, but an unconditional offer is required before a visa can be granted.

Conditional offer or unconditional offer: what you can do with each

Approval in principle is available to applicants outside New Zealand. If you are already in New Zealand on another visa, check your own situation with Immigration New Zealand before you apply.

Why this matters for Sri Lankan applicants

The conditions on most offers are simple: a final transcript, a degree certificate, or an English test score. These are often the last pieces to arrive. The visa file has slower parts that do not depend on them:

• Funds evidence. Immigration New Zealand asks for NZD 20,000 for each year of tertiary study, or NZD 1,667 a month for shorter courses, according to its student visa page. This is on top of tuition.
• Medical and police certificates. These need appointments and time.

Lodging early means Immigration New Zealand can work through all of this while your last condition is still open. When the unconditional offer arrives, the file is ready to finish.

When to apply

Immigration New Zealand says to apply at least three months before you plan to travel. Its peak season runs from October to March, and it currently reports that 80 percent of Fee Paying Student Visa applications are decided within eight weeks.

In a 2025 news update, it also said offshore students who apply very early, for example six months or more ahead, may receive approval in principle.

Tuition fees: pay now or after approval in principle?

This depends on your university, so check its instructions before you pay.

Victoria University of Wellington says in its student visa guidance that first-time students can pay fees after receiving approval in principle, which avoids a refund process if the visa is declined. It also warns that bank transfers take time and can delay the final visa if you leave payment too late.

The University of Auckland's checklist, by contrast, asks new students to pay estimated tuition and upload the receipt with the visa application.

The safe approach is to ask your university's international office one question in writing: "Can I lodge my visa with a conditional offer and pay tuition after approval in principle?" Keep the answer with your file.

A simple order of steps

1. Accept your conditional offer.
2. Confirm with the university when tuition must be paid.
3. Prepare funds evidence with at least three months of history.
4. Book medical and police certificates.
5. Lodge the visa online and note that your offer is conditional.
6. Meet the offer condition and send the unconditional offer to Immigration New Zealand.
7. Receive the visa, then book flights.
